Construction on this $600,000 project is scheduled to begin early in January, 1999. All exterior work on the structure must be sandwiched between January and November of each year, to allow Marshall to continue its most popular annual festival, the Wonderland of Lights. The courthouse is the centerpiece of this event, which features more than 7 million lights and attracts nearly 700,000 people to the downtown square between Thanksgiving and New Year's each year. This one event generates more than $12 million for the local economy.


The renovated courthouse will be restored to its original exterior appearance. The interior will have a modern research library, meeting and courtroom space in the restored district courtroom, an orientation exhibit on the history of the county, a regional interactive visitors center, gift shop, offices for the museum and Harrison County Historical Commission, permanent and temporary exhibits augmented by interactive teaching aids, and a special hall devoted to displays relating to the county's most famous citizens, including Lady Bird Johnson, boxing champion George Foreman, journalist Bill Moyers, football greats Y. A. Tittle and Robert Newhouse, Olympic medalists Martha Josey and Fred Newhouse, civil rights leader James Farmer, noted authors, government leaders, artists and professionals.
